The Goldenrod accent conundrum occupies the same space as Sapphire's mom in my head, as in Kusaka clearly didn't think through all the contradictions. So I find it hard to care that much. But if Ruby did have an accent like Bill's (or even worse if Norman had an accent and Ruby got the same one), then Ruby suppressing it/overcompensating by constantly using English catchphrases, only to later call Sapphire's natural accent "weird" would be another perfect example of projection.
So much of the RS arc is just Ruby and Sapphire projecting their own baggage onto each other. The main irony obviously being Ruby saying Sapphire looks terrible, when he himself had a literal physical disfigurement he was covering up. But there's a dozen other examples of similar projections between them.

Glad Yamamoto trusted Kusaka and left most of the writing to the writer, since canon Norman is based. Part of what made Pokespe stand out was the writer and artist being 2 different people so Kusaka and Mato/Yamamoto could just focus on what they're better at. Many Pokemangas made by solo mangakas would have nice artwork, but writing that at best seems copied from a story structure manual. Not even standard hero's journey shit, it'd be even more basic. Or the inverse where I like the story of the Pokemon DP Adventure manga by Shigekatsu Ihara but hate the artwork. Though other mangakas usually didn't get the luxury of having so many chapters to work on like Kusaka did.
