I think Night City doesn't allow for a moral framework that we can understand. Judy is alone, and what she does is for her own well-being, and it's the only thing she knows how to do, as we see even in her underwater flashbacks. I personally don't like how she's ready to weaponize her only friends and put them in danger.

The point is that for Panam, her personal quest is a couple of hit kills. She doesn't give me the impression of having any kind of "humanity/empathy" (again, whatever that means in 1997 Night City), and the rest of her quests serve us, V, personally, so I've never really been interested in her character, even with the female romance mod
