If you qualify for longer term support, say 6 months up to a year, due to unemployment, you should have to work in the department or factories that produce said food benefits; say, 20 hours MINIMUM but uncapped up to 50 WITH OT. The (fair)wages from that gets rolled back into utility vouchers of your choice, and a maybe 25% of value paid in legal tender.
In addition to being NO FRILLS, food-wise, if one gains employment these benefits remain in effect for a full month without the departmental work.

This will NEVER happen here though, since the system is filled with graft and corruption.
You'd first have to kick out the people making these policies possible and then fix the economy by fixing the money supply, then roll back the population to 96% White, and then...
