DC is the highest position black coaches can competently handle. They can't be high level head coaches, OCs, QB coaches or OL coaches. Those all require levels of planning, teaching and intellect black coaches just aren't capable of to win championships. Defense is different than offense because it's reactionary by nature, which makes it easier and quicker to process (for both the players and the coaches) than creating an offensive gameplan/strategy.
Example: teaching DL to pursue the play and which gaps to fill and contain the edge against scrambling QBs is much simpler than teaching OL their pass blocking schemes and blitz pickups and zone blocking assignments. LBs have much less work to do than QBs to relay calls and correctly line up their teammates. DBs have the most complex jobs that require the most thinking on the defensive side of the ball, and unsurprisingly most big offensive plays are because of the secondary blowing coverages.
