I think the English dub of Armada really ruined the point of this Starscream's character arc, because it gave a very simplified version of his relationship with Megatron.

The whole speech during his death was to make the point that, not only did Starscream respect Megatron, but he *still* does. His disagreements with Megatron hadn't changed that, and he dies forgiving him.
The dub fumbles this angle, and morphs Starscream's final words into a guilt-trip towards Megatron; rubbing in his mistakes instead, making his death weirdly bitter by comparison.

This was to contrast what we'd learned about Megatron up to this point and after SS's death, that the reason he was so hard on him was because he knew Starscream was the only one with the potential to succeed him - only in his Might Makes Right worldview, the only way Starscream could earn that title was if he defeated Megatron in combat, which's why he tried to intentionally foster hatred in him.
Starscream dying in a noble but knowingly-futile attack was supposed to be the turning point that made Megatron look back on his previous actions, and culminate in his final battle with Optimus - I think Megatron knew by then that his worldview nigh-completely shattered, but he still wanted to go out with a bang in a final match against Optimus, a person who he still considered to be on some level a hypocrite. It's why Megatron was willing to kill himself in the black hole, why his final words to Optimus were a warning that "darkness" like himself would always exist: it's because he resigned himself to the fact a peaceful world had no place for someone like him, but there would always be people like him.
