For most players this was their first interaction with an open world game where each NPC had their own home and their own schedule, talk to each other and even ask you to do things you are no obligated to do... it was a world that existed without the player, something most haven't seen before.
I had this feeling when I first played Oblivion (because it was my first open world game like that) and seeing how I was 100% free to go wherever e do whatever was mind-blowing at the time.
