That's not why. Originally it was to save on film reel costs and now it's to save on production costs. If you have more frames per second then people can notice more details of what's happening, so you can't hide low production quality with motion blur.
You can't rely on 24fps in vidya because you're actually controlling the motion yourself, so it feels choppy when the motion isn't smooth.
