I'm sure this is a joke, but I'm autistic so I am going to answer it earnestly.
Most Sonic characters can be broken down to a simple description.
Sonic is a free spirit. Not a hero for justice, but his own whim.
Amy is a sweet girl who loves Sonic
Tails is Sonic's flying supergenius best friend
Shadow is the dark protector of earth
Knuckles is the strong but gullible protector of the master emerald
Rouge is a jewel thief who can play both sides but will do right by the end
Sally is Sonic's opposite. She is as responsible as he is free spirited. So Knuckles is a solid basis. But she's also a mature woman. She is flirtatious and also cunning. She's somewhere on the spectrum between Knuckles and Rouge in an odd way.
She is also without shame (the archaic version of the word). She doesn't care if she's seen naked.
Sally and Sonic have the same goals, but with different priorities.
No one can ever say what Sonic Team would do with her. We rarely ever see Sonic Team's takes on other peoples' characters. Sage is the only really notable example and she has very different character traits. That's a GAME character. We cannot truly say that Sonic Team will maintain the exact characterization of an american character when the closest thing has in fact changed.

The basics remain the same. Sage is Eggman's AI daughter who is cute, stoic. Not entirely robotic but not wildly emotional.
So we should reduce Sally to her basic, original concept 1/2
