What porn is (especially softcore porn since unlike hardcore porn, there's no sexual act going on so you can't say for certain where it begins and ends) depends on the person. What one person believes to be softcore porn may not even register as softcore porn to another person and vice versa. Not to mention, pic related could be construedas "softcore porn" by the first definition you posted but not by the second definition you posted becasue it can be seen as arousing but doesn't have any sexual penetrations or descriptions of such, so even the sources you've listed aren't even in congruence.
