those kind are all over downtown meeting areas. I recommend networking with your existing friend groups and expanding it. Go to hang outs and meet people. I know a friend who met similar just going to those downtown meetup areas and talking to them directly as a stranger.

location does matter. You have to be around the populace where they sleep. So if it's a younger, early-20's chick, they would be around a university. If you are already there, then you're golden. Just expand your network or increase your exposure to them. Dating apps suck.
