I wouldn't say that.
It has its moments, and it's never outright bad, not for long anyway, but it's not iconic.
Masaru is the GOAT, however.

I suspect they wanted the game to be longer than it is and even planned for it, but had to, as it's always the case for most games, choose where to allocate resources.
It would be cool if the game had another area or two not directly connected to the 12, maybe more zones in the real world too.
Or just larger or more open maps for the zones that we got.
Maybe in a hacker's memories equivalent to TS.
