Luke is because he brought balance back to the force by restoring Anakins heart Anakin is the "chosen one" in the sense that he's the one to beat the Emperor but without Luke he never gets to that point. Luke is the Key.

thats basically Anakin (and Luke's) backstory give or take a few details too Anakin grew up a slave on backwater Tattooine and had Qui Gon's Ship not been damaged on the way to Naboo during the invasion he would still be podracing for his freedom.
