Don't bother with the weapon, f2p weapons incidental ones you get from pulling characters aren't very far behind the premium ones. Weapons are only worthwhile for people with too much money. Focus all wishes on getting characters instead.

Skirk is balanced to be one of the strongest characters in the game, so you should be able to wreck anything that isn't outright immune to cryo using her. She is designed to be restricted to teams consisting of only hydro and cryo characters, so if you want to reach her full potential you can try aiming for that. However, even if you ignore that restriction, she will probably be your best character in all situations until you pull more limited 5 stars.
