take a closer look if there are small blood vessels that appear red from afar. i was recommended laser procedure for this but never really went with it. you could also take a few days break or not apply anything in that area to make sure it is not skincare related. also see if it shows up more or flares up when exposed to sun

ymmv, but some people report reduced oiliness after using retinoids (if thats not the case for you then maybe stronger ones), niacinamide, salicylic acid, green tea extract. the last and most atomic way of dealing with extreme oiliness is isotretinoin.
