If for example 80% of your missiles get intercepted, isn't the correct game theory move to just have 80% duds fake missiles and 20% real missiles in your attack waves?
The interceptions are randomized but over the long run it equalizes out and your real missiles get a positive hit rate.
Not to mention you win the war of attrition, because the defender uses 100% real interceptor missiles while you as the attacker only have to use 20% real missiles, so the defender should run out faster in theory.
