Rouge also isn't really a power or feat focused character, he focus is on cleverness rather than feats of strengths. Because of this it's far easire to use her because she isn't expected to do power fantasy stuff every time she shows up like is the case for Sonic, Shadow, and Knuckles. She can just show up, be clever, be sassy, and then leave. We will all clap because that's exactly what we expect from Rouge.
