THE BLOB OF CONCRETE :
The 'meaningless' blob of bodega concrete is symptomatic of Third World regulation. The law says the business MUST have access for disabled customers, and the city sees an opportunity to fine the business for having a step at their front door. So the city fines the business, and threatens worsening fines if the condition is not addressed within 30 days. So the business buys $10 worth of cement, and poors a blob of concrete over the step to satisfy the regulation.

This is what happens when the *SPIRIT OF THE LAW* is irrelevant to the true purpose of the law. The purpose of the law is not to create reasonable access for wheelchair bound customers....it's to create a revenue stream. Because no wheelchair access is accomodated by the blob entrance, and the government couldn't care less about the SPIRIT OF THE LAW.
