It actually is, because Zero was designed, built, and programmed for one reason, to ruin shit, specifically if their name happens to be Mega Man. Zero in the MMZ series is pretty much doing what his intended purpose was: to murder anything that got in his way. There is nothing weighing him down anymore such as guilt like during the X saga due to the amnesia so he's pretty much free to go along with his programmed purpose and not hold back or be concerned with mercy.

Despite all that though, it's clear Zero isn't the robot Wily intended him to be. Yes he's taking out adversaries without a second thought, but it's to save humanity, which is the polar opposite of his original purpose. Obviously by MMZ4, Zero makes it clear he doesn't care how the others see him, but it's obvious to the player that X's influence on him is still prevalent from the start of game 1. That's what makes his character come full circle from his time as a Maverick Hunter and that's why I enjoy his Zero iteration so much. By that point as far as he's concerned, Zero's doing what needs to be done, nothing more and nothing less. It's also why I enjoy the artwork for the series because it conveys exactly that.
