Office workers and the mega rich say this all the time, and they genuinely believe it, because many of them have never held a job in their life and literally do not understand what work is. They describe lunch at an expensive restaurant while they discuss workplace gossip to be work. Talking at the watercooler, going on expensive vacations to exotic locations where a "business conference" is being held, and generally any time they have a thought about work.

For wagies, any time their shovel stops moving, they stop getting paid. The very concept of waking up, calling into work and asking to be put on the clock because they had a dream about work would never occur to them.

The two classes of people are simply unable to communicate because their life experiences are so different they gave no common language.
