Well, I don't really know what's going on, but it's pretty based. From what I understand, there can be a lot of gambling associated with drag racing (especially "grudge racing") and gambling is a loooong established way to launder money.

This is very common with illegal operations for various reasons, including money laundering, so it's starting to sound like this entire drag racing thing could be an elaborate way to move money in an apparently legal way. It's also an accepted fact that, to launder money, you basically have to throw a bunch of it away, so why now through it away on racing?
Another thing worth mentioning is that these are also things intelligence agencies do for various legal and financial reasons. I'm not suggesting this is a glow OP, but it wouldn't be the first time the two worlds crossed. See Shadow Racing Cars.
Mind you, this is all completely unfounded speculation and unresearched, but it isn't beyond the realm of possibility. Where are the tracks? That might be enlightening. Are they within a 2 or 3 hour drive from northern Virginia?
