Maybe I am missing context but in the fire rises why do I need to go Presidential Russia instead of Fascist Russia to get the Tsars? Isn't that a little weird? I'm not saying it wouldn't be possible for Reformer Nationalists to want a Tsar but surely the more extreme Nationalists should have the option to bring back the literal symbol of Traditional Russia?
