Had you paid attention to the story, Wanderer didn't attempt to "erase people's memories". At the time, Irminsul's mechanics were a mystery so after realizing he'd lashed out against the wrong people, he thought he could undo all of the harm he'd caused by erasing himself from existence. Of course that's not what happened.
Also "people forgot his wrongdoing" is a bad argument anyway because almost no one knew he was responsible for it in the first place except maybe Yae who didn't seem to care in the slightest.

I wouldn't be complaining about Flins's nerfs if he was strong on his own.

There are so many ways they could've handled his regular burst while still retaining the special bursts as the optimal way to play.
For example the regular burst could give your whole team a buff that allows any team member trigger the lunar-charged hits every couple of seconds but only if Flins is off-field. The off-field damage would be worse than Ineffa but you could at least do some funky off-meta things with it.
