It's been Castoria and will continue to be Castoria. She's been the most used servant since she was introduced and that's still true on JP as confirmed by the 10th anniversary info.
That said Buster caught up a bit with Koyanskaya so now all three card types can loop if you have the right set up. Really though, if you just want to be decently efficient, one major colour support (Castoria, Koyanskaya or Skadi) with suitable loopers is plenty. Those will get you through 95% of content efficiently. Those + Oberon will get you through nearly 100% of content efficiently).

She's male Merlin but better (at least until Merlin himself gets buffed). She has more synergy with Arts than Merlins Buster focus, and pairs absurdly well with (again) Castoria thanks to their skills complimenting each other, especially Proto-Merlins Overcharge stacks as that gives Castoria's NP more stacks of party-wide invincibility. In generally she's great for challenge content and otherwise just a fun servant.

She's the primary Quick loop enabler. Effectively one of the "big three" (or four if you count Oberon) of the game for that reason. Extremely good.

Welfares are being added permanently, so you don't need to worry about those too much. I don't think there's any huge CE you missed. Maybe the Bunyan 50% charge, Buster CE? Otherwise uuuh can't think of anything.
