If your civilization is worried about being attacked with gene-selective biological weapons targeted at your primary functional population, one form of insurance against that would be to genetically diversify your population so it's not so uniform any more. That way, if you do get attacked with such weapons, there's a higher chance someone will remain alive to keep the lights running - it is presumed.
