200 would good imo since it allows him time to build mystique, for the population to adjust to him but have some remain wary of him as a usurper who disrupted Celestia's peaceful reign. I'd say its a better time to land him that avoids him completely altering the timeline in massive ways like I feel a millennium old Anon could/would

This makes him easier to hate for Luna in particular. Equestria forgot about her over a millennium but Celestia ruled for 800 years only for ponies to forget her too, all because of this green usurper.
Him appearing late can cause a whole bunch of shit to kick off, without Celestia's talent at diplomacy Anon has to be sterner/fiercer as a leader to keep Equestria's enemies away and hold the kingdom together.
Without sunbutt theres a power vacuum, so he's viewed by enemies/neighbours as a weak replacement, a usurper and easier prey so he meets creatures like chrysalis earlier, becoming more aloof/isolated for his style of rule, old suspicion and needing to deal with more aggressive enemies jumping at the chance to go after a less stable equestrian.

I'd say he does care, they looked to him to lead when Celestia vanished so he took over and took responsibility for ponies so they wouldn't suffer because of him not leading/being a bad leader but because of the other shit hes way more aloof/stoic as ruler. He does collect cadence, sunset, etc. trying to emulate Celestia and keep the timeline consistent but he warms up from their influence.

speaking of timeline, I imagine him grappling with whether or not to change things as the time of the show creeps closer, worrying that hes fucked everything up by being here and having enemies like chrysalis show up earlier/needing or being more aggressive as a ruler.
