My testing saw Lisbell's Rendhusk reach 100% critical chance only while MC Sigil was using Prismatic Neon, so the increased crit chance definitely affects more than just the character equipping the wedge. Putting it on MC while playing Lisbell seems like it should work just fine.

Also the distance for a target to be marked with Prismatic Neon's debuff is quite long, if not global.
