This is one of the core tenets of capitalism. Companies need competition or they tend to turn to shit. For an example of this in government look at the shitty quality of public school lunches.

Since they pretty much have a monopoly on what kids will eat for lunch they don't have to really try. If a public school cafeteria tried to be a real business it'd never survive since most people would look at the shitty food and go to McDonald's or something instead. This is the same with prison food. They don't have to even try to make the food good because where else are the prisoners gonna go?
