Not even necessarily that, this isn't some poor favela country.
We got tons of well paying bullshit jobs, they LOVE employing anything foreigner + woman, too. Even then low tier jobs pay way better than what third worlders or even somewhat developed eastern Europeans get.
This is a terrible tragedy, entirely avoidable, but not her fault.
Everyone is not going to be always aware of lurking shadows like this literal demon. It's going to hit someone eventually.
Society and the blatant lack of law & order enforcement are at fault.
Would she be totally safe here? No. Would she be significantly safer in most of the cases here? For sure, Europe is nowhere near as far gone as where she went. Even some of the larger cities are not escalated that far.

They are very comfy and sturdy headphones, probably also still an Austrian design.
