Controlling the camera in 3D games is more trouble than it's worth. In a lot of my favorite older games, the camera is incidental. You never really notice it unless the game is infamous for a problem with it, like in Sonic how, when you run, Sonic is too far to the right on the screen for you to see what's coming.
I'm not saying every camera should have fixed, static cameras, but I do think we can all agree that a lot of 3D games, even great ones, have issues with their cameras.
