You don't necessarily need to be desperate and starving to take up arms against your own country's government. Naivety, arrogance, or just pure blind rage can be just as effective motivators. Alternatively, you can always have a relatively minor incident that spirals out of control because it occurred at precisely the wrong moment and people then get forced into a position where they feel that they HAVE to chose a side.
