Honestly, I'm not sure if they did. IIRC thresholds like that can vary a little bit, but at the very least they probably would have realized it would be better to remove 1 hp just so she can have a functioning PRF, even if they didn't put that 1 stat somewhere else. they would have had better ways to fix it if they had realized and it would have made her look more appealing to any whale looking to fully invest, but they didn't.
