Yes the Skarr are Haunted. Karmelita WAS protecting them with her own song but eventually she lost her voice and became weak. And once Karmelita fell, there was nothing to stop the Skarr from being taken. You can even see Grand Mother Silk's threads on the Skarr when you use the Needolin on them.
