Canada gave up on building affordable housing in the 1980's because the costs were too high for the crown Canadian Mortage and Housing Corporation. The feds basically unloaded all subsidized housing/Co-op onto the provinces and municipalities who didn't have the pockets and ability to get big loans to build housing projects. Instead the unofficial housing plan was "boomers will sell their homes and buy newer, better homes while their current house decreases in value with age". Unfortunately the opposite has occurred with a 35 year seller's market and housing bubble coupled with boomers refusing to move into nursing homes.
