People seem to attribute this ID to a bad end, but it's not necessarily "bad" for anyone other than himself. He never has and never will have a chance to heal from all the hurt since he basically uses it as fuel before whatever is wrong with him takes him. It's a path of destruction of the current regime, but it's not necessarily wrong, just different from nurturing a better tomorrow that Qiu wants to achieve.
The people in the district did like the change he brought, but you could argue it could be short lived as the example set was just more of the usual power grab, just with a leader who's not wholly self interested.

You can force the other units to retreat with his counter, I do not believe that one has a limit. Or, if the ones there die he also gets another buff "Life from death" which could be another way to amass more contamination.
