Yeah, if something is described as a "relic" or "unique" then I usually give it the +2 dam/pen master craft bonus. In this case, it puts it slightly out of margin for a S3-equivalent weapon, which is usually 1d10+3 +/- 2 for max +5.

You know, I did make a hammer fan quality for the Custodian revolver. I tried something different earlier, focusing more on the mobility and bonus damage. But maybe you can adjust this Custodian version.
