She was found as an egg by Spade so she had no choice according to FP2. Carol is weird since in one cutscene she implied her older sister "ran out on us", which either means she was a scarve once (which doesn't make sense when Lilac didn't recognize her) or she was referring to their third sister Coral whom we never seen and know nothing about.
