The stated purpose is to grow manufacturing. Of course tariffs on metals aren't going to help that, and for American manufacturing to be competitive we would need globalized supply chains.

The real reason is that the midwest of our country was deindustrialized leading to collapse of cities and towns and this is a futile attempt to correct that. Of course, all manufacturing growth in USA is going to be in the south, as it currently is, not midwestern towns that have no young population.

Its not really about encouraging domestic consumption, its about bringing back cities like Youngstown.
