The thing is, despite how shitty modern WoW is, it is still bringing in a ton of money every year.
So if they were to release a WoW 2 it could completely fracture the community. There is no guarantee all WoW players would migrate to WoW 2. WoW 2 could have a ton of problems. Forget about devs being lazy, from a FINANCIAL standpoint, making a sequel to WoW would be a major risk that could potentially cost the company billions of dollars. If you're an exec at Activision Blizzard who gives zero shits about video games as a medium, it is just easier to keep milking WoW 1 for the foreseeable future.
I'd be curious to see what a WoW 2 with modern tech would look like but there's no reason to think we'll ever get that any time soon if we ever get it at all.
