I bet London had loads of crime in the past. Crimes were probably recorded less in the past. E.g. if a woman was raped she would've been pressured to shut up about it, and even if she spoke to police about it, they might not take her seriously.

I think criminals should be punished, and prison is a good idea for locking up dangerous people. Unfortunately the Tories didn't fund the criminal justice system properly for 14 years, so now we don't have enough prisons.
