They do in Florida but if they get hit with a cold snap, the entire crop can be lost.

The fact is that initially GRRM thought the multi-years long seasons was a cool idea (and it would be in a sci-fi setting) but came to realize that nothing would survive a winter that lasted literally _years_ and quietly stopped mentioning it in later books.
