It works for this part of the story. It motivates Naruto to develop new techniques, and an alternative fighting style that doesn't rely on rage boosts.
However it's important to point out, Yamato is short sighted. Suppressing the fox just makes him blow up later on, like a bandaid solution. Jiraiya wanted Naruto to tame the fox, and he was ultimately right. It's just that nobody in their village knew how to tard wrangle a Jinchuriki the right way. Good job Hashirama!
