Harrison Yates may be a corrupt, racist, violent sociopath... But so are most of the other cops in town, in fact the whole "let's frame a rich black guy for rape because I don't like the idea of black men having money" thing had the backing of everyone in the police force. And while he's mostly just ruining the lives of others for his own amusement, he is still able to spin it like good police work. Mowing down children with machine guns for breaking quarantine might be the worst solution imaginable... But it does technically get the job done...
