On average I would say so but it's harder to get into the Japanese market at least as a writer and also if you look at specialty manga like akanebanashi the writer is doing some pretty impressive stuff (the final results isn't mindblowing but the topic of the manga multiplied by the demographic of the magazine is a huge nerf). Also if the writer is doing the paneling too like riichiro inagaki (Dr stone eye shield 21) or the act age guy or the Madan no ichi gals, etc then I'd say it's pretty 50/50 if not more work on the writer's side (except for in akanebanashi where the artist draws literally everything with no assistants from what I can tell)
