Only some of them. Rogue AIs like Delamain are out there, the Blackwall itself is an AI and nobody really knows just how compromised it is. In one of the sections in Phantom Liberty, you get to see the Blackwall just killing anyone and everyone it "touches," jumping from person to person with no physical connection. The moment one of those AIs decides to wipe out mankind, it's over.

They absolutely can, that's why they're so dangerous. Mr. Blue Eyes is potentially even the Night Corp's own AI, and the body is being controlled through the constantly ongoing data transfer, showing up as the always blue eyes.

The internet is a part of the physical world. Everyone is connected and those connections are omnipresent. If you have cyberware, or a car, any smart devices, the AI can get to you even without hijacking bodies or weapon systems. The world of Cyberpunk is living on borrowed time.
