If you want to use the Yellow River flood as means to make the Nationalist Chinese look bad, a far better way would be to paint the use of scorched earth tactics as something that only bugmen not caring of their own people would do, not "they just randomly blew a dam and blamed the japanese for it". They blamed the japs for it, yes, but the dam (or dyke to be more precise) was very much blown on purpose. With it both fulfilling the strategic objectives of sheltering western cities and railways, and indirectly saving the commies by stopping any invasion of Shaanxi (who also found it very easy to recruit new fighters among the survivors using both anti-Japanese and anti-KMT sentiments, there's something else you can throw shit at the KMT for).
Fun fact, the German advisors brought to China also recommended opening the dykes if things went south.
