you level up syndicates by pledging to them
when you pledge to syndicate you will start earning standing with them and 50% of that with another syndicate that is allied to them (hover over them to see who is allied to who)
ally/enemy web is built in a way that allows to max 2 syndicates ("main" syndicate and allied syndicate) and then switching main pledge to another syndicate that is not an enemy with the first 2
in such a way you are allowed to keep 3 syndicates at max rank at any given time
you can get more but it requires pledge juggling - in my opinion not really worth your rime
