Whiteward existed as a way to use silk to extend lifespans. Greymoor exists as a way to recycle the used silk to bring back to the Citadel since, in the absence of Granny Silk, they can't produce any more silk.
That would also explain the kidnappings. They send for the Weavers/children of Weavers in other lands, bring them forcefully to Pharloom, and then milk them of their silk.

It appears that particularly powerful beings can ingest Silk's silk without coming under her mind control, kind of like how particularly powerful beings in Hallownest could become infected while resisting the infection and Radiance's mind-erasure. Those who are given over to the Haunting cannot speak and only attack the non-Haunted. All of the NPCs you speak to in the game are free from the Haunting until they aren't, like the merchant in Bone Bottom who you can find in The Marrow later in the game. Earlier she speaks with you and sells you shit. Later she just attacks you and is unable to speak.
