While Soviet-kun insist that there was a constant border clashes with the IJA, secretly there was diplomacy and negotiations, even before WW2 commenced.
While IRL that case may be difficult (the Yalta stuff), in some alternate universe (our case: BETA-verse), with some Shogunate fighting in WW2, and desisting to fight in early 1944 (not forgetting the historic fail of the Korean invasion ,in the 1500s)...
