Some context first:

Context note 1: After Perry diplomatically convinced the Tokugawa shogunate to open themselves up for trade or he'd non-diplomatically open their assholes with his canons, like every other western sailing power around, such as Britain, went and did the same, establishing what is known as the "Unequal Treaties", a series of concessions to western powers built on the base of "we have fucking artillery and you don't so suck it, squinty". This had a pretty hefty effect on the already shaky authority of the Shogunate, which by itself had been limping along for years for many reasons, including the fact that rules set in place over 250 years prior were kinda starting to chafe, like the Fudai/Tozama distinction imposed on the Daimyo, or how Samurai stipends hadn't gotten an update to account for inflation since the time of fucking Hideyoshi.

Context note 2: "Samurai" in 1800 were literally all LARPers. The country hadn't fought a real war in centuries, so whole generations of their "warrior class" had never seen an actual battle, and compensated for it by overacting LOYALTY, training with weapons (including guns) they had little odds of ever using for real, and theatrical displays of YAMATO DAMASHII. Especially the younger boys, who, as most teenager/20-somethings are wont to be, were full of piss and vinegar and also probably dead broke and without expectations of class improvement (see the stipend thing above). Think an entire generation of RETVRN romaboos, but legitimately engaged with the idea and without porn or Paradox videogames to divert their 'tism.
