Proper cows look fertile, just being chubby works in a 'milf wearing cow cosplay' way, but if it's proper cow girl transformation, it needs to look more fertile - perhaps accentuate or puff up the lower belly / pubic mound and vulva more.
A bit of hair also looks good, depending on taste.
